Health and Safety Code section 54944
(a)
(1)The executive committee shall provide oversight over the multifamily affordable housing funding programs and the matching of awards from these programs with the HDFC housing bond allocation, including, but not limited to, program guideline review and approval when applicable.(2)
The executive committee shall create a process for the executive committee to provide funding awards for the multifamily affordable housing funding programs.(b)
The executive committee shall develop an appeal process for program qualification and scoring adjustments, which shall include, but not be limited to, review and recommendation by the administering entity and consideration by the executive committee.(c)
The executive committee shall establish timelines for the allocation of awards to streamline program funding, minimize delays, and facilitate simultaneous awards across state government whenever feasible.(d)
In implementing this section, the executive committee may consult representatives from the Department of Housing and Community Development, the California Housing Finance Agency, the California Tax Credit Allocation Committee, the California Debt Limit Allocation Committee, nonprofit affordable housing developers, for-profit affordable housing developers, local governments, and tribal governments.
