CA Health & Safety Code Section 25299.5

(a)

This chapter shall be construed to assure consistency with the requirements for state programs implementing the federal act.

(b)

This chapter shall not be construed to limit or abridge the powers and duties granted to the department by Chapter 6.5 (commencing with Section 25100) and Chapter 6.8 (commencing with Section 25300) or to the board and each regional board by Division 7 (commencing with Section 13000) of the Water Code.
