Public Contract Code section 21568.7

(a)

The district may not award a design-build-operate contract for any project pursuant to this article. A contract may, however, cover operations during a training or transition period.

(b)

The district shall perform construction inspection services for all projects authorized and awarded pursuant to this article, and it shall use district employees to the fullest extent possible, and then consultants under contract with the district to perform these services.
