Penal Code section 6031

(a)

The Board of State and Community Corrections shall, at a minimum, inspect each local detention facility in the state biennially.

(b)

Any duly authorized officer, employee, or agent of the board may, upon presentation of proper identification, enter and inspect any area of a local detention facility, without notice, to conduct an inspection required by this section.
