Education Code section 44281

(a)

The commission and programs of professional preparation shall support teacher candidates to establish subject matter competence through a degree major or coursework, pursuant to clauses (iii) and (iv) of subparagraph (A) of paragraph (5) of subdivision (b) of Section 44259.

(b)

The commission shall update the degree majors that establish subject matter competence pursuant to clause (iv) of subparagraph (A) of paragraph (5) of subdivision (b) of Section 44259 and ensure the subject matter requirements support streamlined transcript review, including for use by programs of professional preparation to review transcripts for their candidates seeking to establish subject matter competence through coursework.

(c)

Where a candidate’s degree major or completed coursework do not establish their subject matter competence, the commission shall make subject matter examinations available. The commission shall maintain a standard error of measurement for the determination of passing scores for these examinations.
