Grounds for appeal pursuant to Section 127250 shall be limited to the following:
(a)
The office or the hearing officer violated the review procedures prescribed by this chapter.(b)
The decision of the office is not supported by substantial evidence.(c)
The office or hearing officer has otherwise acted in an arbitrary and capricious manner.
