CA Educ Code Section 58914

(a)

School districts and consortia of school districts interested in applying for a demonstration grant may first obtain a planning grant from the state.

(b)

The application for the planning grant shall be a letter of intent to submit a proposal for restructuring education which is signed by the governing board of the applicant school district or consortium of school districts, provided that the collective bargaining representative has been consulted prior to submittal of the application.
