The Superintendent of Public Instruction shall:
(a)
Assist districts and schools, upon request, to design, implement or evaluate school plans authorized by this chapter.
(b)
Apportion funds in accordance with the provisions of Article 3 (commencing with Section 52850).
(c)
Conduct program quality and fiscal reviews to:
(1)
Ensure that funds allocated pursuant to this chapter are expended for the purposes intended.
(2)
Provide information helpful to local schools in improving their programs.
