Welfare and Institutions Code section 9115


The Legislature finds and declares all of the following:

(a)

According to a 2015 analysis of federal and state poverty data under the Supplemental Poverty Measure, 45 percent of adults over 65 years of age have incomes below 200 percent of the 2013 poverty threshold.

(b)

Over one-third of households with an older adult face a high housing cost burden.

(c)

As of 2016, 50 percent of homeless adults are over 50 years of age.

(d)

Forty-four percent of all homeless older adults became homeless after 50 years of age.

(e)

Older adults face special challenges when faced with housing insecurity, such as accessibility needs, physical limitations, cognitive limitations, and difficulty accessing benefits.
