Welfare and Institutions Code section 8257.04

The executive officer may employ employees that the executive officer may need to discharge, in a proper manner, the duties imposed upon them by law. The executive officer shall prescribe their duties and fix their compensation in accordance with classifications made by the State Personnel Board.
