Water Code section 75951

A proposed annexation petition shall contain:

(a)

A request addressed to the annexing district, petitioning the annexing district to annex the petitioning district.

(b)

A statement setting forth the desirability or necessity of the annexation.

(c)

Any terms subject to which the annexation shall be conditioned.
