Water Code section 75432

If (a)more than 40 percent of the holders of title or evidence of title to land within the boundaries of all cities within the district, or (b)more than 40 percent of the holders of title or evidence of title to land within the unincorporated areas of the district, object, at the hearing, to the levy of the proposed assessment, the board shall take no further action on the matter.
