Vehicle Code section 11603

(a)

The department may issue, or for reasonable cause shown, refuse to issue, a license to any applicant applying for a lessor-retailer license or branch office location.

(b)

The license shall contain the applicant’s name, location address and the general distinguishing number assigned to the applicant.
