Public Utilities Code section 7725

Twenty-five percent of penalties and fines collected pursuant to any action brought under Section 7724 and 7724.5 shall be paid to the governmental agency or office which prosecutes the action. The remainder of the penalties and fines collected pursuant to this article shall be deposited into the fund.
