Public Utilities Code section 632

For purposes of entering into contracts for consultant or advisory services, the requirements of Section 11042 and 14615 of the Government Code and Section 10295 and 10318 of the Public Contract Code apply to the activities of the commission, except when the commission makes a finding that extraordinary circumstances justify expedited contracting for consultant or advisory services.
