Public Utilities Code section 1761

(a)

Any stay or suspension of an order or decision of the commission shall be granted only in accordance with this article and the rules of court.

(b)

A stay may be issued against any order or decision of the commission, other than an order or decision increasing or decreasing rates or changing a rate classification.
