Public Utilities Code section 101103

The board of directors shall be appointed as follows:

(a)

Two members shall be appointed by the board of supervisors.

(b)

Two members shall be appointed by the City Council of the City of Bakersfield.

(c)

One member shall be appointed by majority vote of the other four members of the board.
