Public Resources Code section 10263

(a)

The department shall act on an application for a grant within 180 days after the department determines that it is complete.

(b)

The department shall notify the applicant of the department’s decision in writing. For any decision to disapprove an application, the written notice shall state the reason for the disapproval.
