Public Contract Code section 21043

(a)

Contracts may be let or work undertaken without advertising for bids in an emergency.

(b)

In case of an emergency, if notice for bids to let contracts will not be given, the board of directors shall comply with Chapter 2.5 (commencing with Section 22050).
