Insurance Code section 12693.34

(a)

The board may establish geographic areas within which participating health, dental, and vision plans may offer coverage to subscribers.

(b)

Nothing in this section shall restrict a county organized health system or a local initiative from providing service to program subscribers in their licensed geographic service area.
