Health and Safety Code section 54926


(a)

(1)The Governor may appoint an executive director of the committee who shall hold office at the pleasure of the Governor.

(2)

The executive director appointed pursuant to this section shall be exempt from civil service pursuant to Section 4 of Article VII of the California Constitution.

(3)

The executive director shall carry out its duties under this chapter and shall carry out the duties of the committee under Chapter 3 (commencing with Section 54940).

(b)

The executive director shall provide strategic alignment and direction in the administration of the respective functions of each entity in furtherance of the state’s affordable housing objectives.

(c)

Chapter 2 (commencing with Section 11150) of Part 1 of Division 3 of Title 2 of the Government Code applies to the committee and the executive director is the head of the committee within the meaning of that chapter.

(d)

The executive director shall perform all duties, exercise all powers, discharge all responsibility, and administer and enforce all laws, rules, and regulations under the jurisdiction of the committee.

(e)

The executive director shall keep all books and records necessary for proper and efficient administration of the committee.

(f)

In order to assist in the administration of the committee’s loan and grant programs, the executive director may appoint committees of committee employees and public representatives, the latter to serve without compensation except for reimbursement of expenses pursuant to law.
