Health and Safety Code section 40159

(a)

All appropriations made pursuant to subdivision (a) of Section 40158 are legal charges against the county in which the board of supervisors voted the appropriation.

(b)

The treasurer of the county shall pay the amount so appropriated into the treasury of the unified district.
