Health and Safety Code section 123995

(a)

The department shall require all applicants to the program who may be eligible for cash grant assistance or for Medi-Cal benefits to apply for Medi-Cal.

(b)

This section shall not be interpreted to prohibit the coverage of services in emergency cases.
