Government Code section 13074.1

(a)

If the Department of Finance is required by law to make a calculation related to cost of living or annual adjustment factors and necessary data is unavailable, the department may use a reasonable estimate of that data to perform the calculation.

(b)

A calculation made pursuant to subdivision (a) shall be deemed final for purposes of the law requiring the department to make the calculation.
