Education Code section 60647

An action to challenge a provision of this article or a determination made by the state board under this article, shall be filed and adjudicated pursuant to Section 860 to 870, inclusive, of the Code of Civil Procedure. No exercise of discretion by the state board in its administration of this article or exercise of its discretion pursuant to Section 60605 shall be overturned absent a finding that the state board acted in an arbitrary and capricious manner.
