CA Pub Res Code Section 42016

For the purpose of Section 42015, “regulatory incentives” include, but are not limited to, all of the following:

(a)

The suspension or relaxation of locally originated or modified building codes, zoning laws, and general plans.

(b)

The elimination or reduction of fees for applications, permits, and local government services, and the establishment of a streamlined local permit process.
