The petition shall be verified by at least one of the petitioners in the manner prescribed by law for the verification of pleadings, and shall set forth the boundaries and name of the district and pray that it be reorganized under this part.
The legislature occasionally skips outline levels.

(4) was
omitted by its authors. It's only implied. This presents an
