CA Health & Safety Code Section 129455

In carrying out the purposes of this chapter, the department shall:

(a)

Require reports, make inspections and investigations, and prescribe regulations as the department deems necessary.

(b)

Provide methods of administration, appoint personnel, and take other action as may be necessary to comply with the requirements of the federal act, this chapter, and the regulations thereunder.

(c)

Make an annual report to the Governor and to the Legislature on activities and expenditures pursuant to this chapter, including recommendations for additional legislation as the director considers appropriate to furnish adequate hospital, clinic, and similar facilities to the people of this state.
