(a)
The commission shall review and make recommendations to the Director of the Office of Statewide Health Planning and Development concerning the provision of grants pursuant to this section. In making recommendations, the commission shall give priority to residency programs that demonstrate all of the following:(1)
That the grant will be used to support new primary care physician slots.(2)
That priority in filling the position shall be given to physicians who have graduated from a California-based medical school.(3)
That the new primary care physician residency positions have been, or will be, approved by the Accreditation Council for Graduate Medical Education or the American Osteopathic Association prior to the first distribution of grant funds.(b)
The director shall do both of the following:(1)
Determine whether the residency programs recommended by the commission meet the standards established by this section.(2)
Select and contract on behalf of the state with accredited primary care or family medicine residency programs for the purpose of providing grants for the support of newly created residency positions.(c)
This section does not apply to funding appropriated in the annual Budget Act for the Song-Brown Health Care Workforce Training Act (Article 1 (commencing with Section 128200)).(d)
This section shall be operative only if funds are appropriated in the Budget Act of 2014 for the purposes described in this section.(e)
This section shall remain in effect only until January 1, 2018, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2018, deletes or extends that date.
