Services financed under this part shall:
(a)
Be provided on a voluntary basis only, except as provided in Article 1.5 (commencing with Section 5170) of Chapter 2 of Part 1 of Division 5 of the Welfare and Institutions Code.(b)
Encourage persons utilizing services, and members of their family, to participate in community self-help groups providing ongoing support to alcohol and other drug abusers and their family members.(c)
Encourage persons suffering from alcoholism and other drug problems to abstain from the use of alcohol and illicit drugs.
