It is the intent of the Legislature that the Center for African-American Educational Excellence and Achievement be funded by a variety of sources, including grants, contributions, and appropriations from federal, state, local, or private sources.

(4) was
omitted by its authors. It's only implied. This presents an
interesting challenge when laying out the text. We've
