Welfare and Institutions Code section 11006.4

Notwithstanding any other provision of law, when payment of aid under Chapter 2 (commencing with Section 11200) of this part is made by mail, the envelope shall bear on its face:

(a)

A statement that it is not to be forwarded.

(b)

A statement that address correction is requested.
