If a majority of the votes cast in each affected county at the formation election favor the formation of the district, each candidate for director who receives the highest number of votes in his division is elected as a director of the district.
The legislature occasionally skips outline levels.

and (4)(a) are all outline levels, but
(4) was
omitted by its authors. It's only implied. This presents an
