CA Water Code Section 50801

The board shall call a special election when either:

(a)

The board determines that the issuance of bonds or refunding bonds is to the best interests of the district, or

(b)

A petition requesting such election, signed by the owners of more than one-half of the land in the district, is filed with the secretary.
