Water Code section 23453

Districts may contract with each other pursuant to this article only when both:

(a)

Each of the districts before or after contracting pursuant to this article makes a contract with the United States.

(b)

All of the contracting districts propose to divert or carry water for use in the districts by means of a single main canal or system of works.
