Any property owned or acquired by a district may be conveyed by it to the United States in so far as the property may be needed for the construction or operation of works by the United States for the benefit of the district pursuant to the contract.
The legislature occasionally skips outline levels.

and (4)(a) are all outline levels, but
(4) was
omitted by its authors. It's only implied. This presents an
