CA Veh Code Section 40258

(a)

The schedule of toll evasion penalties for toll evasion violations shall be limited to one hundred dollars ($100) for the first violation, two hundred fifty dollars ($250) for a second violation within one year, and five hundred dollars ($500) for each additional violation within one year.

(b)

Toll evasion penalties under this article shall be collected as civil penalties.
