Health and Safety Code section 46074

Each state agency authorized to adopt regulations in the area of noise control shall in the manner specified in subdivision (a) of Section 11423 of the Government Code give notice to and invite the comments of the office concerning any proposed adoption, amendment, or repeal of a regulation in the area of noise control.
