The department shall adopt regulations to implement this chapter, in accordance with the purposes and process required in Section 11835, which shall include, but not be limited to, the following:
(a)
Application requirements.(b)
Service requirements.(c)
Reporting requirements.(d)
Required staff qualifications.(e)
Management and documentation of participant records.(f)
Licensure fee assessment and collection procedures.
