WARNING: Do Not Use for Indoor Heating or Cooking Unless Ventilation Is Provided for Exhausting Fumes to Outside. Toxic Fumes May Accumulate and Cause Death.
The legislature occasionally skips outline levels.

(4) was
omitted by its authors. It's only implied. This presents an
interesting challenge when laying out the text. We've
