CA Gov't Code Section 53395.3.2

(a)

In addition to the projects authorized by Section 53395.3, any infrastructure financing district may finance public capital facilities or projects that include broadband.

(b)

For purposes of this section, “broadband” means communications network facilities that enable high-speed Internet access.
