(a)
The marketing of California tourism is hereby declared to be affected with the public interest. This chapter is enacted in the exercise of the police powers of this state for the purpose of protecting the health, peace, safety, and general welfare of the people of this state.(b)
The police powers shall be used to collect assessments not paid by the deadlines established by the director.
