A change in the name or percentage, or both, of an inert ingredient is not a change in composition of the pesticide that requires a new registration unless the change in inert material results in a change in the use or application of the pesticide.
The legislature occasionally skips outline levels.

(4) was
omitted by its authors. It's only implied. This presents an
