CA Elec Code Section 10545

The envelope, certificate with the roster of voters, tally lists, voter list, and the marked copy of index of voters, if it is used, shall be:

(a)

Sealed in an envelope by the inspector in the presence of the judge and clerk.

(b)

Endorsed “Election returns of (naming the precinct) precinct.”

(c)

Directed to the county elections official.

(d)

Immediately delivered by the inspector or by a responsible person designated by him, to the county elections official.
